Keppie Planning and Development, in its capacity as planning consultants to Gleniffer Estates PLC, was appointed to lead the planning applications for the development of a new village centre at Greenlaw, Newton Mearns to form part of the wider Greenlaw Urban Expansion Area in East Renfrewshire. With outline planning consent having been granted for the wider development, including an approved mix of uses, Gleniffer Estate's concept for the development was for a high quality neighbourhood service centre which would provide retail, leisure, commercial leisure, a health centre and associated service uses to the expanding residential conurbation.
Given the constraints set by the outline consent, Keppie Planning and Development provided vital input to the proposals to expand upon the approved indicative neighbourhood centre to create a more efficient and prosperous range of services and design solution. A Reserved Matters application was submitted in June 2008 for phases one to three of the wider village centre comprising class 1 retail, class 2 service, commercial leisure (including class 3 and hot food takeaway), health centre and public square pedestrian entrance.
Another Reserved Matters application was submitted in August 2009 for additional leisure, commercial leisure, drive-thru restaurant and petrol filling station (phase five), with an application for full planning permission submitted in October 2009 for a thirty six thousand square feet retail shop for Waitrose (phase four), their first new-build development in Scotland.
Planning consent was granted in November 2008 for phases one to three, with the retail parade due for completion in early 2010. Planning consent granted for phase five in January 2010, while discussions are ongoing with the planning authority in relation to the Waitrose shop (phase four) with consent anticipated in March 2010. Keppie Planning and Development continue to play a key role in advancing this development to completion.
