Carrongrove Mill

Brief

Keppie Planning and Development was appointed, by Mactaggart & Mickel, as planning consultant to lead the planning application for consent to redevelop the former industrial paper mill complex at Carrongrove Mill, Denny.  Following their purchase of the site in 2007,  the Client's development concept was to create a unique village that caters for the full range of family groupings, with facilities accessible to the wider community, including opening up a riverside walkway and delivering an overarching sensitivity to the surrounding environment.

Response

A planning application was submitted in March 2008 with a full range of supporting information, including: design statement; transportation assessment; ecological impact assessment and updated species studies; site investigation; tree survey; drainage strategy and flood risk assessment.

The development proposal includes three elements – residential provision, commercial and employment provision and open space and recreation opportunities.  One hundred and seventy eight family homes are proposed as a mix of townhouses, semi and detached, flats and live/work units, of which there is an on-site affordable housing provision of fifteen percent.  Listed Building consent has been granted for the conversion of C Listed Carrongrove House to residential units.  Flexible commercial space is also included in order to provide local amenities.  Site wide, there are proposals for improved access, informal recreation and environmental improvements including a Woodland Management Plan.

Outcome

Planning consent is expected to be granted by Falkirk Council in 2010, with the first phase of development to commence in the first quarter of 2010.  The focus of this unique development is based on creating an attractive and appropriate community, maintaining historic and natural environments while improving the retail provision for the existing area. Given the significant constraints of the site, a high quality, viable and sustainable development proposal has been achieved.
