
Baxter joined Keppie as a Planning Director in 1996 following 18 years of service in local government that included eleven years at Glasgow District Council as Senior Planner and seven years at Monklands District Council as team leader in the development control section. He brought a wide range of experience in all facets of town planning to Keppie, with a principal focus on development control. He was appointed a Main Board Director in 2003.
Baxter trained at Glasgow School of Art, graduating in 1978 with a Diploma in Town and Country Planning and became chartered as a Town Planner in 1980. In his time in local government he was a member of the Scottish Society of Directors of Planning and the planning delegate to the Scottish Office Forum on the Advisory Committee on Waste Disposal in Strathclyde. Since joining Keppie he has acted for many Clients in both private and public sectors UK wide, on a broad range of projects including residential, commercial, healthcare and leisure.
The planning practice has grown considerably since 1996 due in large part to Baxter’s expertise in delivering major development projects. With considerable experience in planning appeal work, he has acted for Clients and local authorities on a wide range of appeals throughout the UK. His project involvement at Keppie has included major PPP hospital developments, the redevelopment of district shopping centres, leisure related projects and impact assessments, site evaluations, Historic Asset Appraisals and the development of significant residential and commercial developments. He has been largely responsible for developing the company’s business interests in Aberdeen and the surrounding area, representing a number of significant developers in promoting their land and property interests.
