Baxter joined Keppie in 1996 to co-lead our town planning division. Since then our planning consultancy has expanded considerably, and now incorporates urban design, masterplanning and landscape design.
Baxter has acted as Planning Director on a number of major PPP Healthcare projects, including the New Royal Infirmary, Edinburgh; Forth Valley Hospital (Larbert); Tameside General Hospital (Ashton under Lyne); Queens Park Hospital, Blackburn; New South Glasgow Hospitals; and Victoria ACAD Hospital, Glasgow.
Baxter has also taken the lead Planning Consultant role on other major projects, such as the SECC Masterplan (Glasgow) and the redevelopment of the Overgate Shopping Centre (Dundee). Baxter regularly appears as an expert witness at Public Local Inquiries.
